Will Congress mandate 4-percent mortgage rates?That’s a proposal from Senate Republican leader Mitch McConnell, which seems to have a lot of support in Washington. I think it sounds like a good idea, but I’ll be completely honest — I really don’t understand everything a proposal like this would entail.
